Who's A Tosser?
July 1 2008, marks Victoria's first year anniversary of the ban on indoor smoking at licensed venues as well the first anniversary for Sustainability Victoria's 'Don't Be A Tosser' campaign.
Thanks to the hard work that licensed premises, local government and smokers put into supporting this campaign, butt litter has almost halved since the state-wide bans on indoor smoking at pubs and clubs were introduced last year!
Before the change in legislation butt littering behaviour rates were at 58% and were forecast to increase to 80% if no action was taken. However, thanks to everyone getting behind the Tosser campaign, butt littering fell to just 33% at the peak of the campaign in August 2007.

Cigarette Butt Litter Survey 2007
As you are aware, the changes to the tobacco legislation banning all smoking within licensed premises commenced on 1 July 2007. There is a strong need to establish baseline and change data on these changes.
Recently, a letter was distributed to all councils from the Municiple Association of Victoria (MAV), Sustainability Victoria and VLAA encouraging your council to conduct a measurement of butt litter outside selected venues, prior to the bans (week of 25 June), after the bans have commenced (week of 2 July) and again in September (week of 16th) to measure any ongoing impact.
