The key to success for cigarette butt litter prevention is developing an integrated campaign that tackles the pervasive problem of cigarette butts through addressing the three key program elements of education, infrastructure and enforcement.

The ultimate key to success is planning! Basing your program on what works and carefully planning the timing of each element increases the effectiveness. This kit aims to bring together a variety of tools in these key areas and presents them in a way to support the development, planning and implementation of a cigarette butt prevention program. It also promotes coordination of programs across the state. If many councils implement similar programs then the messaging travels beyond municipal boundaries, reinforcing the key points and promoting widespread behaviour change.

When dealing with cigarette butt litter it is critical to focus on the litter and not mix up the health aspects of smoking in your campaign. What we are working towards is educating smokers that cigarette butts are litter and that they need to take personal responsibility for disposing their waste. This kit is developed by the Victorian Litter Action Alliance. Any feedback on the structure, ease of implementation and level of usefulness to your organisation would be greatly appreciated.

The Victorian Litter Action Alliance is the peak body for litter management and reduction in Victoria. VLAA aims to provide a comprehensive, coordinated, complementary and consistent approach to reducing litter in the Victorian environment to acceptable levels through the combined efforts of state and local government agencies, and the voluntary and private sectors.
