Understanding the problem

Having a good understanding of the litter problem is central to creating a successful program. Conducting research into the problem in your area, as well as research into existing knowledge about behaviours, impacts and programs, is critical. The following list provides a scaffold from which you can gather your data and research on 3 main areas:

1. The Impact of the Problem: What are the effects of the litter issue on our municipality?
2. The Links to Other Strategies: Where does the litter issue sit in the 'big picture?'
3. Existing Project Knowledge: What is already known about the litter issue from previous projects and research into littering behaviour?
